Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: hopeful statements are released from different nations. Immense energy is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – most likely Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on international aid – a need that European nations are evidently unprepared to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This cycle will, certainly, continue.
Strategic Calculations
It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to abandon the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not change more in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to homefront challenges. And although their mission will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
